Was doing some testing recently with 3 different flavours:
Ubuntu 22.04
Ubuntu MATE 24.04
Xubuntu 22.04
I noticed that Ubuntu and Xubuntu did not create either swap partitions or swap files....
I would say that if you can boot and get to the desktop then it is probably nothing to worry about.
Try running apt update and apt upgrade to see if that resolves the issue.
